First, the FTC is never guaranteed to win in court or obtain the remedies it wants, but a settlement might be less than what they seek to get by its very nature.
On the other hand, FB could walk if the demands are too strong, but the company would take a HUGE hit in a court fight, esp if Zuck was put on the stand.
