Is this a joke? "Pay discrimination remains a systemic problem" but the punishment for doing so is a... $700/person fine?
I don't even know what to call a 3.8 MILLION (not billion) dollar fine of this kind. Even slap on the wrist seems like it exaggerates the scope.
